Can somebody explain to me why we need to wait for a new law to make us eliminate Fraud, Abuse and Waste in Medicare and Medicaid?

If it is going to be that easy to do, then why are we waiting ,even a single day, to get it taken care of.  After the fraud, abuse and waste are eliminated, then we can decide what to do with the extra money.

It is either naive, dishonest, drug induced, incredibly arrogant  or really stupid;  to think that:

A) this could be done with the wave of a wand because Barack says it is to be so.

b) eliminating fraud, abuse and waste will actually make President Obama's "proposal" cost neutral.  

More congressmen need to be calling this preposterous proposal like it is, and not apologizing afterwards.
